Protocol error code returned by the mobility management entity indicates that the requesting network is not allowed for the user equipment. The Attach Reject Cause 11 code prevents a device from attempting further attachments to that specific network until a manual intervention or SIM card swap occurs. It maintains network integrity by blocking unauthorized devices from consuming network signaling resources.
Device Behavior
Reception of this code triggers the terminal to place the current PLMN identity on the forbidden network list stored on the SIM card. While this identity remains on the forbidden list, the device will not attempt automatic reselection or registration on that network, avoiding unnecessary battery drain and signaling load. The device must search for other available public land mobile networks instead.
Network Rule
Core network databases use this mechanism to enforce roaming restrictions and subscription limits on incoming connection requests. When a terminal attempts to register on a network where it has no billing agreement, the mobility management entity generates the Attach Reject Cause 11 signal to terminate the session quickly. This prevents the terminal from hanging in a pending state and frees up processing capacity.
Resolution Method
Field technicians resolve this issue by updating the provisioning profiles in the home subscriber server or by issuing a new SIM card to the terminal. Once the subscription data is corrected, a manual network search on the user equipment can bypass the stored forbidden list to re-evaluate the connection. Diagnostic software checks that the forbidden list is cleared, verifies the terminal accepts the network, and confirms that the device registers successfully on the updated network without generating further signaling faults.
