This layer works independently of the underlying radio access technology, allowing the device to negotiate network resources and power-saving features without burdening the physical radio link.

Signaling Efficiency
Optimized signaling channels are designed to transmit small data packets with minimal overhead. The control plane optimization allows the device to transmit sensor readings directly within the signaling channel, bypassing the need to establish a user plane connection. This procedure reduces radio resource usage and saves transmitter power.
Authentication Process
Cryptographic handshakes authenticate the device whenever it joins the network. The LTE Category M1 NAS protocol manages security keys and prevents unauthorized terminals from attaching to the operator’s infrastructure. It establishes a secure channel for all subsequent administrative messages.
Session Persistence
Network tracking ensures the device remains reachable as its physical location changes. The tracking area update procedure is managed at this layer, allowing the network to know which cell tower is closest. This tracking is executed with minimal radio activity to protect battery limits.
