A signaling congestion control timer implemented in cellular modules governs the back-off period for Control Plane service requests used to transmit small data packets. When the network experiences congestion, it rejects a data transmission request and provides a specific value for the T3448 timer in the non-access stratum rejection message. The mobile station must run this timer to prevent further control plane signaling until the period expires.
Network Control
The mobility management entity activates this control to regulate the flow of non-IP data transmissions from smart meters and telemetry sensors. Running the T3448 timer reduces the processing burden on the control plane during periods of high carrier traffic. This mechanism allows the network to prioritize voice and real-time data flows over automated device traffic.
Software Integration
Connected devices must store the timer state in persistent memory to ensure that power-cycling the module does not reset the signaling block. The host microcontroller queries the status of the T3448 timer through AT commands before initiating any transmission. If the timer is running, the host buffers the sensor readings locally rather than attempting to open a communication channel, which prevents useless battery drain and avoids violating carrier service level agreements.
Module Verification
Testing protocols require the device to be subjected to congestion scenarios on a system simulator. The device under test must correctly decode the rejection message and defer control plane transmissions. Passing this test is a prerequisite for carrier certification.
