Mobility management timers for modern cellular networks define the waiting period before a device attempts to re-attach after a registration failure. The t3402 timer is a technical parameter in the evolved packet system that specifies the default time a modem waits to retry an attach or tracking area update. It is activated when the network returns a rejection code that suggests a temporary issue.
This timer prevents the device from overwhelming the network with constant, rapid reconnection attempts.
Retry Logic
Duration of the wait is typically set to twelve minutes by the standard, though it can be modified by the network operator. While the t3402 timer is running, the modem stays in a restricted state where only emergency services may be available. This forced pause allows the network congestion to clear or the hardware to reset.

Error Handling
Distinction between permanent and transient failures is made through the cause codes associated with this timer. If the t3402 timer is triggered, the system logic assumes the credentials are valid but the link is currently unusable. This differs from a permanent rejection where no retry would be attempted.
Connectivity Recovery
Resumption of normal service occurs automatically once the timer reaches zero. The modem then initiates a new registration request using the stored network parameters. Successful completion of this attempt resets the t3402 timer and restores full data capabilities to the device.
