Meaning
Network rejection interval limits the frequency at which a device can repeat a failed request for packet data services. A core network entity assigns timer t3396 when a session management procedure fails due to congestion or insufficient resources. It defines the period during which the device remains barred from attempting that specific service again.
This restriction ends when the duration expires or the device moves to a new tracking area.
Throttling Mechanism
Signaling load on the mobility management entity increases during peak events. Using timer t3396 allows the operator to shed load. The timer prevents a feedback loop.
Core Protection
Firmware implementations must store the value provided by the network to avoid repeated rejections. While timer t3396 is running, the terminal can still perform emergency calls or high-priority signaling if those classes are exempt. The logic protects the battery from unnecessary transmission cycles.
Recovery Sequence
Once the countdown finishes, the device initiates a new request for the service that was previously denied. If the network still lacks resources, it may re-issue a new value to extend the backoff period further. Successful completion of the procedure resets the local state.
The terminal then resumes normal data operations without manual intervention.
