When a terminal receives cause 14 GPRS services not allowed, it is prohibited from using packet data services on that specific network, while voice and circuit-switched services may still be permitted. This code indicates a subscription provisioning issue or an operator mismatch that restricts data access, meaning that packet-switched transactions cannot proceed.
Protocol Boundary
Modules receiving this status will suspend their packet data state machines for the current network. The modem continues to scan for circuit-switched networks unless a full registration reset occurs. Hardware integration must anticipate this state where a device can register for voice but cannot transmit sensor data.
Firmware Handling
Application software must monitor the registration status to detect when data services are blocked. Once this code is received, the modem should attempt to locate a different network operator that allows packet data. This scanning prevents the device from remaining in a silent state where it is registered but incapable of internet communication.
System Consequences
Remote monitoring equipment using these modules must trigger a secondary network scan or log an administrative error when data is refused. If the modem is locked to a single carrier, this rejection can disable the telemetry system. Configuring the host to initiate a complete SIM refresh is the standard method for resolving this provisioning mismatch.
