Preferred Network
Operators maintain preferred lists within the subscriber identity module to prioritize selected networks. When the device attaches to a foreign network, the home infrastructure can accept or reject the attempt based on these lists.
Rejection Strategy
Signaling platforms intercept registration requests in the foreign network and return temporary error codes to force the device to try alternative partners. In a roaming steering implementation, these deliberate rejections prompt the terminal to scan for the operator’s preferred networks. This process must be executed carefully to prevent the device from losing service entirely if preferred networks are unavailable.
Subscription Profile
Updates are sent over-the-air to modify the prioritized network list stored on the secure element of the device. This allows operators to adapt their routing strategies in real time based on changing business agreements. Continuous maintenance ensures that devices always use the most cost-effective path whenever they cross international borders.
