Meaning
Radio resource control signaling messages initiated by the user equipment establish the initial connection over the air interface. The RRC Connection Request represents the first message of the connection establishment procedure transmitted by the device. It is sent on the common control channel using the uplink resources allocated by the random access response.
The primary objective is to request the setup of a signaling radio bearer to enable further data exchange.
Initial Access
Uplink messages carried on the radio link must fit within a highly restricted resource block to ensure reliable reception under poor coverage conditions. The RRC Connection Request utilizes a shortened format to minimize the risk of transmission failure. It transmits the identity of the device and a reason for the connection.
Establishment Cause
The classification of the connection request informs the network how to prioritize and allocate resources for the incoming session. When sending the RRC Connection Request, the terminal includes a specific establishment cause such as originating signaling or emergency access. This parameter helps the base station determine whether to reject or accept the request when the cell is congested.
Resource Constraint
Network congestion can cause the base station to ignore or reject incoming access requests to preserve service for existing sessions. Under high load, the RRC Connection Request may be met with an reject message that forces the device to wait before retrying. This wait time is specified in a backoff timer to stagger retransmission attempts.
