Congestion control timers in cellular networks manage the rate of connection requests from user equipment during periods of high traffic load. This non-access stratum parameter, designated as the T3346 timer, is included in rejection messages sent by the network to enforce a temporary back-off period. It prevents the mobile device from sending further signaling requests to the network until the specified duration has elapsed.
Backoff Management
Network nodes dynamically allot the back-off duration based on the severity of the congestion. While the T3346 timer is running, the device cannot initiate session management or mobility management procedures. This restriction does not apply to emergency services or high-priority calls, ensuring critical access remains available.
This mechanism protects the core network from being overwhelmed by repetitive attachment attempts during outages.
Integration Test
Test cases on network simulators evaluate the firmware compliance with congestion instructions. Software engineers verify that the terminal correctly extracts the T3346 timer value from the reject message. The terminal must suppress all non-essential uplink signaling for the entire duration of the timer.
