Federal regulation that defines the conditions under which certified radio frequency equipment can be modified without obtaining a new grant of certification. Title 47 CFR Section 2.1043 establishes a classification system for permissive changes based on the potential impact of the modification on emissions and exposure levels. This rule determines whether a modified connectivity module requires a new filing, additional testing, or simple documentation.
Permissive Change
Modifications are divided into three classes to simplify the approval process. Class one changes do not degrade the reported radio parameters and require no filing, while class two changes alter performance but remain compliant, requiring a test report submission. Software-defined radios are governed by class three changes where the operating frequency is modified by the software without any hardware alterations.
Hardware Alteration
Changing physical components on a certified wireless module can trigger a re-evaluation of emissions. Replaced resistors or capacitors in the matching network must not increase the harmonic output of the transmitter. If the modification increases the radiated emissions, a permissive change filing with updated test data is required.
Regulatory Compliance
Compliance with the change rules prevents the cancellation of the equipment authorization. The manufacturer must document all component substitutions when necessary. Failure to follow this process can result in the revocation of the transmitter identifier.
