Network rejection error sent by the core network to a mobile device indicating that roaming is not allowed in the current tracking area. Reception of nas cause code 13 signifies that while the device is compatible with the local cell, the service agreement prevents registration.
Roaming Restriction
Carrier policies use this signal to manage where devices from other operators can access their radio resources. When nas cause code 13 occurs, the device knows that it must not attempt to register on that specific tracking area again until a timer expires or the device moves. The modem may still be able to find service in a different tracking area under the same operator.
Terminal Logic
Firmware implementations react to this code by adding the tracking area identity to a forbidden list. Upon receiving nas cause code 13, the internal state machine of the modem shifts to search for alternative providers or technologies. This prevents the module from wasting battery power on repeated failed connection attempts.
